CAPES is committed to the professionalisation of the private employment agency industry in South Africa. All members are required to operate in strict accordance with legislation and to ensure the highest levels of professional conduct, ethics and best practice.
CAPES Code of Conduct
The CAPES Code of Conduct provides the foundational framework for all PEA operating within the confederation. Members are expected to adhere to these principles and to offer clients, candidates and assignees the highest levels of professionalism.

Following South Africa’s participation at the International Labour Organisation (ILO) conference on international recruitment standards, CAPES adopted a Charter for the industry. All members of CAPES, as well as the members of the four CAPES Associations, are bound by this charter, as adopted in September 2014.

Association Codes of Ethics
Each of the four Associations under the CAPES Umbrella have their own Codes of Ethics which govern the way their member companies are expected to operate. Clients, candidates and assignees have the right to recourse, via the Association complaints processes, if they feel a member agency has breached the Code.
