CAPES has engaged in a variety of initiatives aimed at uplifting the image of the staffing sector and addressing some of the challenges in the flexible staffing market.
Industry Qualifications launched in conjunction with WITS
CAPES in proud association with WITS confirms that the private employment services industry now has two formal qualifications. Industry players will have the opportunity to enrol for the first courses scheduled to begin in March 2015.
The qualifications, although based on existing WITS programmes, Business Management Programme (NQF 5) and Management Development Programme (NQF 7), have been carefully customised for our industry. The content and delivery model are engaging, business-ready and highly relevant.
With the rapid changes taking place within the industry, most specifically the complexity with which private employment services providers operate, tertiary qualifications have become a must. The curriculum allows individuals to gain the knowledge and develop the skills required to operate compliant, professional and profitable businesses.
In 2013 the private employment services, or “staffing”, industry was recognised as a profession by the South African Qualifications Authority (SAQA. Three professional designations were registered and provide a career path for individuals in the industry.
These qualifications provide individuals within the industry to achieve the two highest levels of professional designation, Individual Staffing Practitioner and Individual Staffing Master. CAPES Provident Fund
In 2009 it became apparent that a sector-specific provident fund needed to be established to allow for the unique requirements of flexible workers. CAPES developed the CAPES Provident Fund, formally registered with the FSB, that now has in excess of 6000 members, and meets the needs of today’s flexible worker who wishes to have portability of benefits.
Launch of Charter for South African Private Employment Agencies
Following the industry’s participation at the 2014 International Labour Organisation (ILO) Conference in Geneva in which issues such as forced labour was discussed, it was agreed that the South African Private Employment Agencies under the auspices of CAPES, would develop and adopt a charter outlining their commitment to compliant, ethical and professional services.
The charter is aligned to the ILO’s conventions and initiatives, to combat undeclared work, forced labour and promote quality jobs, forming part of the industry’s drive towards protection and empowerment of workers, especially the most vulnerable and the achievement of a well-functioning labour market.
World’s first dedicated Temp Call Centre
As part of the Memorandum of Agreement between UASA, largest union within FEDUSA, and the Confederation of Association in the Private Employment Sector (CAPES) driving the collective objective of partnering to ensure the provision of decent work with the emphasis on social protection, a dedicated temp call centre was established in 2011.
